Singaporean defence minister calls on countries to jointly develop frameworks to guide behaviour, outcomes

SINGAPORE, Oct. 12 (Xinhua) -- Singaporean Minister for Defence Ng Eng Hen said on Tuesday that countries need to come together to develop frameworks to guide behaviour and outcomes in digital, cyber, artificial intelligence (AI) and other emerging domains, so as to search for stabilizers in this age of technological disruptions.

Japan to begin 3rd COVID-19 inoculation in December

TOKYO, Oct. 12 (Xinhua) -- Japanese Prime Minister Fumio Kishida said on Tuesday that the government is planning to begin inoculating the third doses of COVID-19 vaccine in December in the country.

The health ministry made the decision last month to give booster shots to people who finished the second dose of the vaccination at least eight months ago, on the grounds that studies have shown antibodies to prevent this disease decrease over time.

"We will be making preparations based on the assumption that we will start it as early as December," Kishida told a Diet session.

Russia: Putin calls for closer global cooperation on conserving biodiversity

KUNMING, Oct. 12 (Xinhua) -- Russian President Vladimir Putin on Tuesday called for closer international cooperation on preserving biodiversity and providing related support to developing countries.

"It is certainly important that national priorities and specificities of each state be taken into account, and special attention be given to the needs of developing and least developed countries," Putin said in his speech via video at the 15th meeting of the Conference of the Parties to the UN Convention on Biological Diversity.

Chinese FM attends CICA foreign ministers' meeting

BEIJING, Oct. 12 (Xinhua) -- Chinese State Councilor and Foreign Minister Wang Yi Tuesday attended the sixth foreign ministers' meeting of the Conference on Interaction and Confidence Building Measures in Asia (CICA) via video link in Beijing.

Noting China has always been a participant and promoter of the CICA process, Wang said China stands ready to make new and greater contributions to promoting CICA cooperation.

Kim vows to build ‘invincible’ military while slamming US

SEOUL, South Korea (AP) — North Korean leader Kim Jong Un reviewed powerful missiles developed to launch nuclear strikes on the U.S. mainland, as he vowed to build an “invincible” military to cope with what he called persistent U.S. hostility, state media reported Tuesday.

In an apparent continued effort to drive a wedge between Washington and Seoul, Kim also used his speech at a rare exhibition of weapons systems Monday to stress that his military might isn’t targeted at South Korea and that there shouldn’t be another war pitting Korean people against each other.

Britain reaffirms Asia 'tilt' as new warship makes Singapore stop

SINGAPORE, Oct 11 (Reuters) - Britain's new aircraft carrier the HMS Queen Elizabeth made a stop in Singapore on Monday, part of a move to reassert itself globally and boost its military presence in Asia amid rising competition among major powers.

The Queen Elizabeth led a British carrier strike group in exercises with Singapore's military at the weekend, including naval manoeuvres and simulated combat training with F-35B stealth fighters and F-16 jets.

China says it carried out beach landing drills in province opposite Taiwan

BEIJING, Oct 11 (Reuters) - China's military said on Monday it had carried out beach landing and assault drills in the province directly across the sea from Taiwan, though it did not link the exercises to current tensions with Taipei.

Democratically ruled Taiwan, claimed by China as its own territory, has complained of stepped-up military and political pressure from Beijing to force it to accept Chinese rule, including massed air force incursions into Taiwan's air defence identification zone. 

N.Korea's Kim calls for improving people's lives amid 'grim' economy

SEOUL, Oct 11 (Reuters) - North Korean leader Kim Jong Un urged officials to focus on improving citizens' lives in the face of a "grim" economic situation, state media reported on Monday, as he marked the anniversary of the country's ruling party.

Art performances, galas, and a fireworks show were held in Pyongyang to celebrate the 76th anniversary of the founding of the Workers' Party of Korea on Sunday, but no large military parade, which are sometimes held on such occasions, was reported.

North Korean leader calls for improved living conditions

SEOUL, South Korea (AP) — North Korea said Monday leader Kim Jong Un urged officials to overcome a “grim situation” facing the country and make stronger efforts to improve the food and living conditions of his people.

But state media didn’t mention any specific comments toward Washington and Seoul while reporting on Kim’s speech marking the 76th anniversary of the ruling Workers’ Party’s founding.

China: CPEC power project in Sindh province making steady progress

BEIJING, Oct 10 (APP): The 330 MW Thar Energy Limited (TEL) Power Project in Thar Block-II being completed under China-Pakistan Economic Corridor (CPEC) in Sindh province was making steady progress, said a senior Chinese official.

The TEL power plant was a 330MW mine-mouth lignite-fired power project being built by Thar Energy, which was owned by Hub Power Company (Hubco), China Machinery Engineering Corporation (CMEC), and Fauji Fertilizer Company (FFC).
