MADISON, Wis. (AP) — When the U.S. Census Bureau counts residents of Milwaukee’s poorest neighborhoods next year, a significant portion of their population will be missing: prisoners.

For these predominantly black areas, with incarceration rates among the highest in the nation, the government’s longstanding policy to count inmates as residents of the prison where they are held diminishes their political power back home.

MILWAUKEE (AP) — A 61-year-old white Milwaukee man accused of throwing acid on a Hispanic man’s face will be charged with a hate crime, increasing the possible sentence he may receive if convicted, prosecutors announced Wednesday.

Prosecutors filed one charge against Clifton Blackwell — first-degree reckless injury — but added the sentencing enhancers of hate crime and use of a dangerous weapon. The two enhancers could add 10 years in prison if he’s convicted of first-degree reckless injury, which is punishable by up to 25 years.

MILWAUKEE (AP) — A white man accused of throwing acid on a Hispanic man’s face once held four hunters at gunpoint on his rural Wisconsin property, an encounter that one of the hunters said Tuesday he still vividly remembers.

The chance encounter with the hunters in 2006 sheds light into the temperament of 61-year-old Clifton A. Blackwell, now accused in a gruesome attack in Milwaukee.

BROOKFIELD, Wis. (AP) — Carol Evans approves of Donald Trump’s immigration policy. She gives him credit for the strong economy. But the Republican from the affluent Milwaukee suburbs of Waukesha County, a GOP bedrock in the state, just can’t commit to voting for the president next year like she did in 2016.

“I just don’t like the way he talks about other people,” Evans, a 79-year-old retired data entry supervisor, said recently as she walked through a shopping mall in Brookfield, Wisconsin, days after Trump fired off a racist tweet at Democratic congresswomen.

MILWAUKEE (AP) — A British cybersecurity expert who admitted writing and selling malware was spared prison Friday by a judge who said the misconduct was outweighed by his help in stopping a worldwide computer virus in 2017.

Marcus Hutchins, who was hailed as a hero for his role in stopping the “WannaCry” virus, was sentenced to time served by U.S. District Judge J.P. Stadtmueller. The judge noted Hutchins had pleaded guilty in May and accepted responsibility for his past actions.

BARRON, Wis. (AP) — A man accused of kidnapping a 13-year-old Wisconsin girl and killing her parents is scheduled to appear in court Wednesday for a preliminary hearing.

Jake Patterson, 21, is accused of killing James and Denise Closs on Oct. 15 and kidnapping their daughter , Jayme Closs, from their Barron home. Jayme escaped on Jan. 10, after 88 days.

Patterson is expected to be in the courtroom Wednesday, according to Sheriff Chris Fitzgerald. The purpose of a preliminary hearing is to determine whether there’s grounds for a trial. Both sides can present evidence.

The subject of a nationwide search since her parents were found murdered in their home in rural Wisconsin in October, Closs made a seemingly miraculous escape Thursday afternoon, seeking help from a neighbor who alerted authorities.
