March 28 (Reuters) - The U.S. Centers for Disease Control and Prevention (CDC) and State Department eased government COVID-19 travel ratings for India and some other countries on Monday.

The CDC said had changed its COVID-19 travel recommendation for India to "Level 1: Low" from "Level 3: High," which urges unvaccinated Americans to avoid travel to those locations.

DETROIT (AP) — U.S. securities regulators say they have legal authority to subpoena Tesla and CEO Elon Musk about his tweets, and that Musk’s move to throw out a 2018 court agreement that his tweets be pre-approved is not valid.

The Securities and Exchange Commission also disclosed publicly that it is investigating Musk’s Nov. 6, 2021 tweets that asked followers whether he should sell 10% of his Tesla stake. The commission confirmed that it issued administrative subpoenas while investigating whether Musk and Tesla are complying with disclosure controls in the 2018 agreement.

DETROIT (AP) — For years, Laela Bullock moved to her own rhythm when it came to schoolwork. The switch to remote learning, if anything, brought a welcome break from fights in the hallways of the 15-year-old’s Detroit school, but her grades still lagged.

Things started turning around with one-on-one tutoring this year — paid for with $1.3 billion the Detroit Public Schools Community District is receiving in federal COVID-19 relief aid.

At last, Laela is reading above her grade level, and on track to graduate on time, said her mother, Alicia Bullock.

GRAND RAPIDS, Mich. (AP) — The trial of four men charged with planning to kidnap Michigan Gov. Gretchen Whitmer is resuming after a three-day break because of a COVID-19 case.

U.S. District Judge Robert Jonker said testimony will pick up again Thursday. The trial was suspended this week because the virus had struck a key participant in the case.

There have been “no further complications,” the judge said Wednesday.

GRAND RAPIDS, Mich. (AP) — Opening statements are set to begin Wednesday in the trial of four men who prosecutors say plotted to kidnap Michigan Gov. Gretchen Whitmer in 2020 because they were angry about pandemic restrictions she imposed.

Prosecutors have said they will present secret recordings of the men discussing the plan and other evidence, including that they surveilled Whitmer’s vacation home and conducted training with weapons.

ROCHESTER HILLS, Mich. (AP) — The parents of a 15-year-old boy charged with killing four other students at his Michigan high school returned to court Thursday to face charges for making the gun used in the shooting available to the teen.

A preliminary examination for Jennifer and James Crumbley resumed in Rochester Hills District Court before a judge who will decide if there’s enough evidence to send the couple to trial for involuntary manslaughter. They are also accused of failing to intervene when their son showed signs of mental distress at home and at school.

DETROIT (AP) — U.S. securities regulators responded to allegations that they are harassing Elon Musk, writing in a letter that they’re following a judge’s instructions in trying to speak with the Tesla CEO’s lawyers about his posts on Twitter.

In a letter dated Friday, Steven Buchholz of the Securities and Exchange Commission’s San Francisco Office wrote that the judge handling a securities case against Musk encouraged both sides to confer before raising issues with the court.

ROCHESTER HILLS, Mich. (AP) — The parents of a teenager who is accused of killing four students at a Michigan school face a key hearing to determine if they will face trial.

Attorneys for James and Jennifer Crumbley have asked a judge to consider a postponement so they can further prepare. But there was no decision ahead of the hearing Tuesday.

The Crumbleys are charged with involuntary manslaughter. They’re accused of making a gun accessible to Ethan Crumbley and failing to intervene when he showed signs of mental distress.

SOUTHFIELD, Mich. (AP) — A teenager charged with killing four students at Michigan high school will pursue an insanity defense, his lawyers said in a notice filed Thursday as he, his parents and school officials faced a new lawsuit over the attack at Oxford High School that killed four students.

The notice, listed in a summary of case filings available online, should lead to mental health exams of 15-year-old Ethan Crumbley, who is charged as an adult with murder and other crimes for the Nov. 30 shooting, which also and wounded six other students and a teacher.

OXFORD, Mich. (AP) — The Michigan high school where four students were fatally shot in late November will reopen Monday for the first time since the attack.

Oxford High School students have been attending classes at other buildings since Jan. 10.

Four students were killed and six students and a teacher were injured during the Nov. 30 shooting. A fellow student, Ethan Crumbley, 15, is charged with murder and other crimes. His parents also are facing charges.

The high school is in Oakland County, about 30 miles (50 kilometers) north of Detroit.
