KUWAIT, Nov 8 (Reuters) - Kuwait's government on Monday submitted its resignation to the ruling emir, a move which along with an amnesty pardoning political dissidents could help end a standoff with opposition lawmakers that has hindered fiscal reform.

The resignation, reported by state news agency KUNA, is the second this year by a government headed by Prime Minister Sheikh Sabah al-Khalid al-Sabah in the feud with the elected parliament of the Gulf OPEC producer.

Emir Sheikh Nawaf Al-Ahmad Al-Sabah tasked the parliament speaker, the prime minister and the head of the supreme judicial council to recommend the conditions and terms of the amnesty ahead of it being issued by decree, Sheikh Nawaf's office said.

KUWAIT CITY (AP) — U.S. Defense Secretary Lloyd Austin said Thursday the al-Qaida extremist group that used Afghanistan as a staging base to attack United States 20 years ago may attempt to regenerate there following an American withdrawal that has left the Taliban in power.

Austin spoke to a small group of reporters in Kuwait City at the conclusion of a four-day tour of Persian Gulf states. He said the United States is prepared to prevent an al-Qaida comeback in Afghanistan that would threaten the United States.
